Sam Callear



Sam is the Chief Operating Officer at GTA England, using his expertise in technical education policy in the leading membership organisation and voice for group training associations, other providers, and employers involved in technical training. Representing the interests of tens of thousands of employers and apprentices, GTA England provide dedicated resources and services to its members and trusted advice and support to government in developing successful apprenticeships and technical qualifications.

Prior to his role at GTA England, Sam was a Senior Civil Servant, responsible for policy at the Institute for Apprenticeships and Technical Education (IfATE). He oversaw the design and introduction of many aspects of policy as part of the reform of the technical education system over recent years, including apprenticeship funding changes, reform to the use of qualifications in apprenticeships, technical qualification approval, and the introduction of the revised occupational map system.

Sam has a wealth of experience as a leader across government, with over 20 years leading large teams in operational settings, delivering various cross-governmental programmes and projects, and providing advice and support to ministers and senior officials.
